IRC "operserv" not listing all functions.

[PROBLEM]
When you are an IRC server operator running Anope-services, but only receive this listing when asking OperServ for help:

Check if your nick's listed in Anope's "services.conf" entry "ServicesRoot".

...but you think you should get the FULL list...-OperServ- OperServ commands:
-OperServ- GLOBAL Send a message to all users
-OperServ- STATS Show status of Services and network
-OperServ- OPER LIST List all Services operators
-OperServ- ADMIN LIST List all Services admins
-OperServ- STAFF Display Services staff and online status
