ORA-12154: TNS:could not resolve the connect identifier...

[PROBLEM]
(Oracle 10g / windows)
Althouth the net configuration assistant passes a connection test to a given TNSname, any other application throws this error message:
[SOLUTION]
If you've installed an oracle client on that machine.... REBOOT IT!
And then try again. Hey! It's windows!

Checking sqlnet.ora and tnsnames.ora doesn't reveal any errors, although almost all knowledge base entries point out that this ORA-12154 is a result of a misconfiguration within one of those files.ORA-12154: TNS:could not resolve the connect identifier specified
