[PROBLEM]
Dialing out returns "No dial tone" due to foreign dial tone from a house internal telephone system.

[SOLUTION]
You can tell your modem to ignore dial tone detection. According to this list of Modem AT commands, the command for this is "ATX0".
Jumping out of an airplane is not a basic instinct. Neither is breathing underwater. But put the two together and you're traveling through space!
